How to Get Building Plans Approved in Kenya (County, NCA & NEMA)

A step-by-step guide to building plan approval in Kenya: the documents you need, county approval, NCA registration, NEMA and the occupation certificate.
1. Get registered professionals to prepare your drawings
Counties require architectural drawings signed by a registered architect, and structural drawings by a registered engineer. Larger projects may also need mechanical and electrical drawings.
2. Prepare your documents
- Copy of the title deed or lease, plus a recent official search
- Rates clearance certificate from the county
- Your ID and KRA PIN
- Architectural and structural drawings, and a site plan showing setbacks
- A change of user approval, if you're building something the zoning doesn't already allow
3. Submit to your county
Most counties now accept building plans through an online e-permit system. The planning, building, public health and fire departments each review the plans. Approval typically takes 30–60 days if everything is in order.
4. NCA and NEMA
Your contractor registers the project with the National Construction Authority (NCA) before work starts. Bigger projects such as apartments, schools and hotels usually need an Environmental Impact Assessment licence from NEMA.
5. Inspections and occupation certificate
County inspectors visit at key stages. When the building is complete, apply for an occupation certificate. Banks and buyers will ask for it.
